Human Resource Officer

The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. IHPS was established with a mission “to strengthen health and development systems through program implementation and partnerships” and, the vision is to ensure “optimal and sustainable health and development outcomes”. IHPS is a current Global Fund (GF) Subrecipient (SR) under the National Department of Health (NDoH), tasked to implement the Tuberculosis (TB) Program in the Johannesburg (JHB) Health District in Gauteng Province (GP) and Kenneth Kaunda District in the North West (NW) Province starting April 2022 ending March 2025. As such, IHPS seeks to recruit for the positions outlined below, to provide HR support to JHB Health District Office in GP as well as the Kenneth Kaunda District Office in the NW Province.

Overall Responsibility

The Human Resource Officer will provide day-to-day overall human resource (HR) administration, management, and support to IHPS programs and in accordance with South African (SA) labour laws. The incumbent shall be responsible for HR functions including recruitment and selection, general HR administration, employee induction, payroll, leave management, labour relations and COIDA; in line with IHPS and donor HR policies, procedures, guidelines, and requirements.

Key Performance Areas:

HR Management 

  • Lead and coordinate HR functions including recruiting and selection, staff induction, filing, recordkeeping, payroll, benefits, and employee relations (ER). 
  • Manage the full life cycle of the recruitment and selection function from the posting of vacant positions, screening, short-listing, organising interviews, working in close collaboration with line management to select qualified candidates, and on-boarding new employees. 
  • Carry out HR administrative functions i.e., collation of timesheets, leave forms and relevant supporting documentation, capturing of staff development and training information, facilitation of disciplinary processes, etc. in line with IHPS policies and procedures, donor requirements as well as SA employment laws.
  • Establish and maintain complete and up-to-date employee personnel files to ensure compliance with donor requirements and SA employment laws. 
  • Capture all staff leave onto the IHPS leave management systems and maintain current staff leave records. 
  • Develop a schedule for staff performance appraisals with guidance from HR Manager and line management. 
  • Develop a schedule for staff induction and other needs-based trainings as directed by the HR Manager and line management.

Employee Relations (ER)/ Labour Relations:

  • Work closely with the HR Manager and line management to manage all ER issues and implement ER resolutions.
  • Advise line managers and staff regarding correct interpretation and implementation of policies and procedures
  • Investigate all employee grievances, complaints, or concerns reported the IHPS staff, as per IHPS grievance procedures, as guided by the HR Manager and senior management. 
  • Prepare the Disciplinary Hearing packs and Commission of Conciliation Mediation and Arbitration (CCMA) files for conciliation or arbitration as guided by HR Manager. 
  • Schedule meetings to manage all ER issues as per IHPS HR policies and in accordance with SA labour laws. 
  • Protect the interests of both employees and IHPS in accordance with IHPS policies and SA labour laws and regulations. 
  • Ensure that all labour relations matters are handled in accordance with SA labour laws, and always ensure optimal procedural and substantive fairness.
Compensation:
  • Manage IHPS monthly payroll administration, under the supervision of the HR Manger and in close collaboration with the Finance Team. 
  • Ensure completeness and accuracy of all IHPS payroll submissions. 
  • Collate monthly employment terminations information, maintain current records, and ensure accurate and current termination data is submitted for monthly payroll processing. 
  • Process employee benefits in line with approved IHPS Compensation and Remuneration policy
General:
  • Receive and manage employee timesheets, and other HR documentation 
  • Work closely with line management, finance and administration personnel to obtain missing HR papers. 
  • Assume any other duties as assigned by the HR Manager and IHPS Senior Management.
Required Knowledge and Skills, and Abilities:
  • Excellent verbal and written communication skills in English, command of other official   languages would be an added advantage.
  • Ability to take initiatives, work under pressure and multitask with minimum supervision.
  • A team player with good interpersonal skills.
  • Effective time management and coordination skills.
  • Competent in Microsoft Office suite
Minimum Qualification, Education and Experience:
  • A Degree or National Diploma in Human Resource Management 
  • A minimum of 3-5 year’s experience as HR Officer and in-depth knowledge of HR best practices and legislations
  • Knowledge of Sage, Pastel or SAP payroll system essential
  • Practical labour relations work experience essential  
  • Practical experience of providing HR support within donor-funded non-profit organizations (NGO) is desirable.
  • Valid driver’s license and ability to drive would of advantage
