The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. IHPS was established with a mission “to strengthen health and development systems through program implementation and partnerships” and, the vision is to ensure “optimal and sustainable health and development outcomes”. IHPS is a current Global Fund (GF) Subrecipient (SR) under the National Department of Health (NDoH), tasked to implement the Tuberculosis (TB) Program in the Johannesburg (JHB) Health District in Gauteng Province (GP) and Kenneth Kaunda District in the North West (NW) Province starting April 2022 ending March 2025. As such, IHPS seeks to recruit for the position outlined below, to be based at Head Office.

HR Manager

Overall Responsibility

The incumbent will be responsible for the management and optimal use of IHPS HR systems, whether electronic or manual. The HR Manager will act as the central point of contact for the implementation of Human resources activities at district and regional level.

Key Performance Areas:
  • Promote a high-performance culture with a focus on team collaboration, simplicity, ongoing improvement and creating an excellent employee experience
  • Provide support and guidance to Program Managers and Assistance Program Managers and line manager to ensure a seamless implementation of HR policies and procedures across all IHPS districts.
  • Ensure best HR practices are used across all IHPS districts to maximize efficiencies and safeguard personal information.
  • Manage and drive recruitment, selection, promotion, transfers and exit process
  • Support the payroll function through the provision of relevant information related to engagements, terminations, changes to programs and other critical HR operational aspects.
  • Develop and implement HR policies and procedures across all IHPS districts.
  • Provide guidance on organization effectiveness, change management and conflict resolution
  • Advise Managers regarding disciplinary, incapacity and poor work performance process
  • Manage and maintain effective relationships with line partners and employees
  • Manage and drive the effective implementation of HR strategy and initiatives
  • Provide guidance and support on the development and implementation of HR Policies and Procedures
  • Manage and drive Employment equity and Transformation programs
  • Ensure that Human resources core functions and processes are aligned to overall business strategy
  • Provide guidance on the implementation of Performance management, Career development, Mentorship programs, Succession planning.
  • Manage Employee wellness programs which include counselling and absenteeism management
  • Ensure proper development and empowerment of HR team through on job training and the use of PDP`s (Personal Development Plans)
Qualifications:
  • Bachelor’s degree in Human resource management or related discipline
Knowledge, Skills, and Experience:
  • Minimum 10 years of progressive HR generalist experience
  • Minimum 5 years Senior management experience
  • Ability to build strong working relationship across all levels of the organization
  • Good understanding of the HR systems, Sage 300, Pastel and HR ESS software systems
  • Demonstrated ability to creatively solve HR related problems
  • Proficiency in Microsoft Packages. 
  • Knowledge and understanding of the BCEA, EEA, Skills Dev Act and Labour law
  • Proficiency in verbal and written communication skills.
  • A valid driver’s license is essential
