Overall Responsibilities
The Community Liaison Officer (CLO) will facilitate the development of the overall community engagement strategy to support the achievement of project goals in the areas of TB/HIV community screening, lost to follow, missed appointments, contact tracing, and household assessments. Furthermore, the CLO will provide technical guidance in the development and implementation of activities that facilitate linkages and referrals between and within communities and health facilities. This position is also expected to act as a bridge between the IHPS, provincial, district, subdistrict, community forums and facility representatives to promote and maintain a spirit of mutual trust during the execution of a project.
Key Performance Areas:
- Support the implementation of the provincial and district TB and HIV implementation plans
- Develop and oversee the implementation of a community engagement plan.
- Contribute to the design of the community health outreach programs.
- Provide a channel for information and communication, and liaise with the provincial, district, subdistrict, and facility teams,
- Leading the community engagement activities to address social behavioural change of communities towards TB and HIV prevention and services.
- Ensure collaboration and partnerships with government, district implementing partners, community local leaders (councillors, traditional leaders, etc.), and community-based organisations (CBOs) and civil society organisations (CSOs).
- Work in close collaboration with the GIS officer to ensure communication, education and social mobilization activities are conducted in identified communities to increase demand for TB and HIV services and address stigma, rights, and gender issues.
- Participate in all relevant community structure meetings and engagements.
- Compile reports and ensure accurate and timely reporting of all community-related activities (monthly, quarterly, and final reports) to the district management and District/ Assistant Program Manager.
- Contribute to the identification and documentation of best practices and success stories that will contribute to the body of knowledge around the provision of TB and HIV services at community level and strengthen community engagement.
- Support the implementation of TB campaigns and events
- Support the TB Adherence programme in collaboration with Social Auxillary Workers and ENA/Linkage Officers
Required Knowledge, Skills, and Abilities:
- Excellent written and verbal communication skills including public speaking and report writing
- Facilitation, presentation, and capacity building (training, mentoring, coaching) skills
- Good conflict resolution, problem solving and reasoning abilities
- Non-judgmental, trustworthy, and empathetic personality
- Good interpersonal skills and ability to build relationships with district/ subdistrict management teams and facilities.
- Knowledge and exposure to branding, events management, and campaigns.

Qualifications and Experience:
- Diploma in Community Development/ Health Sciences/Public Health/Social Sciences/ Communications or any related discipline.
- Bachelor’s degree in the above disciplines will be an added advantage
- Three years’ experience in a community outreach environment, community-based education activities with a good understanding of local communities, their norms and culture and or community advocacy.
- Experience working in the TB/HIV sector will be an added advantage
- Willingness to travel and work after hours
- A valid driver’s licence
