AYP Clinical Manager

The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. The IHPS mission is “to strengthen health and development systems through program implementation and partnerships” and the vision is “optimal and sustainable health and development outcomes”. Presently, IHPS is a Global Fund Subrecipient (SR) under The Aids Foundation of South Africa (AFSA), tasked to implement the “Prevention programs for Adolescents and Young People (AYP), in and out of school” with a specific focus on adolescent girls and young women (AGYW), Adolescent Boys and Young Men (ABYM) and Male Sexual Partners (MSPs) in Mbombela Subdistrict in Mpumalanga Province from April 2025 – September 2025. As such, IHPS seeks to recruit the position outlined below, based in Mbombela Subdistrict.

Overall Responsibility

The Clinical Manager oversees and implements AYP biomedical interventions, ensuring compliance with health guidelines, monitoring impact, strengthening referrals, managing data, and collaborating with stakeholders to enhance service delivery. S(he) will also lead outreach teams in Mbombela Sub-district and coordinate HIV, TB, STI, and SRH services for AYPs while ensuring quality assurance and continuous program improvement.

Key Performance Areas:

  • Biomedical Interventions: Oversee and implement the biomedical interventions for AYPs, ensuring they are delivered effectively and meet the clinical standards required.
  • Technical Assistance: Offer clinical technical assistance to the bio-medical team, providing expertise and guidance to ensure that AYP biomedical interventions are of high quality and effectively address the needs of the target population.
  • Clinical File Audits: Conduct regular clinical file audits to ensure compliance with clinical protocols, quality standards, and accurate documentation and proper maintenance of patient records.
  • Viral Load Monitoring: Oversee and ensure the timely collection and reporting of viral load data for AYP beneficiaries and follow-up to enhance treatment outcomes.
  • Patient Management: Oversee patient management processes, ensuring that AYPs receive appropriate, timely, and continuous care.
  • PrEP Case Management: Ensuring that AYP in the program have individual adherence and are provided with the necessary support for health, social, and educational outcomes.
  • Sub- Sub-Recipient (SSR) Management: Manage relation with SSRs, including providing capacity building to meet Global Fund requirements.

Program Planning and Implementation:

  • Lead the overall planning, implementation, coordination, and reporting of AYP Biomedical interventions in alignment with program objectives and performance targets.
  • Establish and manage relationships with key stakeholders, including government departments, schools, community leadership, and other relevant partners to ensure smooth implementation of activities.
  • Advocate for the implementation of AYP clinical interventions with stakeholders and government bodies to support program visibility and alignment with national health policies.
  • Ensure that clinical interventions align with relevant government policies and legislation and facilitate linkages and retention for AYPs within the program.

Program Data and Reporting:

  • Monitoring and Evaluation: Oversee the monitoring of AYP bio-medical interventions, ensuring that program implementation is tracked accurately and efficiently, and that data is used to inform decision-making.
  • Work with the AYP program M&E Manager to ensure that all clinical intervention-related data is accurately collected, validated, and reported in a timely manner to inform program improvements.
  • Ensure that the clinical program staff has the necessary capacity to understand and use all reporting tools and adhere to reporting flow requirements.

Staff Capacity Building:

  • Assess and identify capacity needs of clinical program staff and provide training, mentoring, coaching, and supportive supervision to enhance their skills and performance.

Compliance and Grant Close-Out:

  • Oversee and ensure compliance with donor requirements and organizational policies during the grant close-out process, including reporting, and documentation of clinical achievements.

Team Management and Accountability:

  • Manage and hold clinical teams accountable for the work done, ensuring clear expectations and responsibilities are communicated and met.
  • Conduct weekly performance meetings to assess progress, provide feedback, and address any challenges to ensure program success.
  • Assume any other duties as assigned by the Program Manager, and IHPS Senior Management.

Qualifications and Experience

  • Diploma in Nursing or Bachelor’s Degree in Nursing, (B. Cur).
  • Qualification in Community health nursing or Primary Health Care will be an advantage
  • Practical understanding and application of Clinical Guidelines for the Management of HIV.
  • Experience in the implementation of Targeted Universal Testing for Tuberculosis (TUTT).
  • NIMART trained.
  • At least 5-7 years of experience in managing clinical programs, particularly in AYP-focused interventions.
  • Strong background in HIV/AIDS, sexual and reproductive health, or adolescent health services.
  • Proven experience in managing Sub sub-recipients, providing technical assistance, and working with diverse teams.
  • Familiarity with donor-funded programs, especially Global Fund, PEPFAR, or similar projects.

Travel Requirements
Local travel is inherent to the position.
