Finance Officer
The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. The IHPS mission is “to strengthen health and development systems through program implementation and partnerships” and the vision is “optimal and sustainable health and development outcomes”. Presently, IHPS is a Global Fund Subrecipient (SR) under The Aids Foundation of South Africa (AFSA), tasked to implement the “Prevention programs for Adolescents and Young People (AYP), in and out of school” with a specific focus on adolescent girls and young women (AGYW), Adolescent Boys and Young Men (ABYM) and Male Sexual Partners (MSPs) in Mbombela Subdistrict in Mpumalanga Province from April 2025 – September 2025. As such, IHPS seeks to recruit the position outlined below, based in Mbombela Subdistrict.

Overall Responsibility
Under the supervision of the Program Manager, the Finance Officer will be responsible for providing efficient and reliable day-to-day finance and accounting support to the IHPS Regional Office. The Finance Officer will ensure compliance with financial policies, maintain accurate financial records, prepare financial reports, and support budgeting and audit processes. Additionally, they will oversee cash flow management, process payments, and ensure adherence to donor and regulatory requirements.
Key Performance Areas:
Finance
- Capture transactions onto the electronic IHPS accounting system.
- Ensure all transactions are booked properly and in a timely manner.
- Manage petty cash and submit monthly petty cash reports to the national office.
- Facilitate timely processing of staff travel reimbursement claims.
- Maintain a current asset register for the IHPS Mbombela office and safe spaces.
- Work closely with the F&A Manager to prepare regular budget vs. actual reports for regional programming.
- Support financial documentation, compliance, and donor reporting processes.
- Assist in financial analysis and risk assessment for program budgeting and expenditures.
Grant Closeout
- Ensure compliance with grant closeout procedures, including financial reconciliation and final expenditure reports.
- Work with the F&A Manager to review and clear outstanding financial obligations before grant closure.
- Assist in compiling financial and programmatic closeout documentation required by donors.
- Conduct final financial and inventory audits to ensure proper disposition of grant assets.
- Ensure proper archiving of financial and administrative records in compliance with donor regulations.
- Provide necessary training to program and finance staff on grant closeout processes and best practices.
Sub-subrecipients (SSR) Management
- Oversee financial management and reporting of IHPS SSRs.
- Closely monitor and undertake periodic expenditure tracking of IHPS SSRs.
- Prepare periodic updates on the SSRs for IHPS management meetings.
- Work closely with the F&A Manager to maintain a current and efficient SSR management system for IHPS.
- Maintain up-to-date SSR files and keep them in a safe and secure space.
- Provide ongoing SSR staff training, coaching, and mentorship as per donor requirements.
- Ensure sound financial management starting with preparation of advance requests.
- Oversee SSR programmatic and financial reporting requirements.
Human Resource
- With support from the Human Resources Officer (HRO), ensure IHPS HR administrative requirements are met and personnel files are complete and up to date (i.e., timesheets, leave management, supporting documentation, etc.).
- Work closely with the HR Officer (HRO) and F&A Manager to prepare accurate regional monthly payroll summary sheets.
- Ensure timely submission of all payroll sheets and other HR administrative submissions.
- Work closely with all regional supervisors, HRO, and HRP to ensure optimal leave management.
Administration
- Work closely with the Office Administrator to provide comprehensive administration support to field-based staff to ensure smooth program implementation.
- Coordinate administrative correspondence between national and regional offices.
- Manage all procurement, supply, and distribution of goods and services for the office and field-based teams in close collaboration with the F&A Manager.
- Coordinate staff ICT support (e.g., data bundles and airtime).
- Manage logistical preparations for meetings/training workshops.
- Collate and file minutes, attendance registers, and reports in line with donor requirements.
- Train, coach, and mentor all IHPS staff on IHPS policies and procedures to ensure optimal compliance with IHPS policies and donor rules and regulations at all times.
- Execute any other administration functions as assigned by the Supervisor and IHPS Senior Management.
Qualifications and Experience
- A Bachelor’s Degree in Accounting, Finance, or a related field.
- A relevant professional qualification such as SAIPA, SAICA, or CIMA would be an advantage.
- A minimum of 3 years’ experience in financial accounting (5 years’ experience will be an added advantage).
- Proficiency in Microsoft Office, particularly MS Excel.
- Hands-on experience with accounting software such as Sage Evolution, Pastel, Accpac, SAP, or similar systems.
- Experience in managing donor funds from entities such as Global Fund, PEPFAR, and USAID.
- Audit experience or completion of articles would be an added advantage.
- A valid Code 08 driver’s license is required.
Travel Requirements
Local travel is inherent to the position.
