Program Manager: AYP

The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. The IHPS mission is “to strengthen health and development systems through program implementation and partnerships” and the vision is “optimal and sustainable health and development outcomes”. Presently, IHPS is a Global Fund Subrecipient (SR) under The Aids Foundation of South Africa (AFSA), tasked to implement the “Prevention Programs for Adolescents and Young People (AYP) in and out of school” with a specific focus on adolescent girls and young women (AGYW), Adolescent Boys and Young Men (ABYM) and Male Sexual Partners (MSPs) in Mbombela Subdistrict in Mpumalanga Province from April 2025 – September 2025. As such, IHPS seeks to recruit the position outlined below, based in Mbombela Subdistrict

Overall Responsibility

Under the direct supervision and oversight of the Program Director, the Program Manager will provide overall leadership, grant and program management including the coordination and provision of technical, administrative, financial, risk and compliance support for effective AYP programming in Mbombela Subdistrict.

Key Performance Areas:

The incumbent shall be responsible for the overall program direction to ensure successful IHPS program implementation in Mbombela Subdistrict for the Global Fund Grant Cycle 6 (GC6) extension period viz. April 2025 to September 2025. The duties include but are not limited to:

Essential Duties 

1. Program Management

  • Lead and manage the implementation of the IHPS AYP program in accordance with the IHPS funder agreements for the GC6 period and ensure timely implementation of the prescribed AYP program activities.
  • Provide the technical, administrative, fiscal, risk and compliance support required to achieve the AYP program goals and objectives; and ensure project timelines are respected, and program targets are met.
  • Collaborate with the IHPS head office human resources (HR) unit to promptly establish a suitably skilled regional AYP program team and acquire adequate regional HR capacity to immediately start program implementation without delay.
  • Maintain clear and open communication and serve as a principal liaison between the IHPS head office and the IHPS Mbombela field office, for effective day-to-day program operations.
  • Lead and manage monthly activity planning and reporting.
  • Work closely with IHPS Finance and Administration (F&A) Manager to provide technical, administrative, and fiscal oversight to the IHPS sub-subrecipients (SSRs) in the Mbombela Subdistrict, ensuring that program targets are met, risks mitigated and compliance with GF guidance is prioritised. 
  • Facilitate needs-based and targeted training for IHPS program staff in Mbombela Subdistrict as required.
  • Convene regular program review meetings, seminars, and workshops as applicable.
  • Oversee all regional F&A functions, coordinate with head office F&A team to ensure adequate F&A support, for optimal day-to-day program operations.

2. Partnerships/ Stakeholder Management

  • Establish and maintain strategic and collaborative partnerships with other implementing partners and government departments, to effective program implementation
  • Act as the liaison between IHPS and the various stakeholders provincial, district, and subdistrict stakeholders. 
  • Represent IHPS at all relevant provincial, district and subdistrict partners’ meetings. 
  • Represent IHPS at IHPS, donor or any other pertinent forums as directed by IHPS Senior Management.

3. Strategic Information and Knowledge Management

  • Oversee the collection, collation and analysis of program data, preparation of scheduled and special reports, and the maintenance of program records and statistical information. 
  • Coordinate and submit periodic activity plans and reports to internal and external stakeholders, to communicate program implementation progress in Mbombela Subdistrict
  • Maintain a current program monitoring, evaluation, reporting and learning (MERL) system in line with IHPS and funder MERL policies and guidelines.
  • In collaboration with the IHPS central technical advisory team, support the development, editing or adaptation of training manuals, guidelines, job aids, newsletters, and/or brochures, as appropriate. 

4. General

  • Support the implementation of IHPS HR, finance and operations policies and standard operating procedures (SOPs) to strengthen institutional capacity and systems.
  • Perform specialized activities in direct support of the accomplishment of program objectives.
  • Actively participate in IHPS strategic planning and annual work planning processes
  • Support IHPS new business development initiatives, grant and/or proposal writing and participate in fundraising activities as appropriate. 
  • Perform any other duties and responsibilities as assigned by IHPS Senior Management

Qualifications and Experience

  • National Diploma or Bachelor’s degree in health, social sciences, youth development or equivalent. 
  • Practical Global Fund AYP program and grants management experience with proven ability to manage and coordinate a multidisciplinary team as well as manage subrecipients.
  • Proven experience of managing donor-funded HIV and TB prevention programs in non-profit entities
  • A minimum of five years of demonstrated work experience at senior management level 
  • In-depth knowledge and understanding of the South African health, education and social development systems is required.

Competencies

  • Solid program/ project management skills.
  • Exceptional verbal and written communication skills in English. Command of other official local languages would be an added advantage.
  • HR management and capacity development experience incl. solid understanding of SA labour laws.
  • Ability to take initiatives, work under pressure and multitask with minimum supervision.
  • A team leader with good interpersonal and people management skills 
  • Sound problem solving and decision-making skills; effective time management and coordination skills.
  • Competent in Microsoft Office suite and project management tools.
  • Valid driver’s license and ability to drive.

Travel Requirements
Local travel is inherent to the position.
