M&E Officer

The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. The IHPS mission is “to strengthen health and development systems through program implementation and partnerships”, with a vision to achieve “optimal and sustainable health and development outcomes”. Currently, IHPS is a Global Fund (GF) Subrecipient (SR) under the Aurum Institute, tasked to implement the “Comprehensive HIV Prevention Programmes for Men who have Sex with Men (MSM) and Transgender People (TG) and their sexual partners across all five districts in Limpopo Province viz. Capricorn, Mopani, Sekhukhune, Vhembe and Waterberg from 01 December 2025 to 31 March 2028. As such, IHPS seeks to recruit the position outlined below, based in Polokwane, Limpopo Province.

Overall Responsibility

The M&E Officer will support the overall implementation of MSM &TG programme Monitoring, Evaluation, Reporting and Learning (MERL) activities within supported IHPS regional office under the leadership, management and supervision of both the M&E Manager and Program Manager.  The M&E Officer will also actively support the management and coordination of provincial and district program performance reporting. The incumbents will work closely with the DIC Manager/NIMART Nurse and Data Quality Officers to ensure that appropriate and quality services delivery are captured, validated and reported in line with Global Fund (GF) reporting requirements. S/He will support the M&E Manager to ensure that the M&E systems and data management processes are adequately implemented and complied with for accurate, quality and timely reporting.

Key Performance Areas:

The incumbent is assigned the following duties that are performed according to programmatic and organizational MERL needs and agenda:

  • Work closely with the MERL team, program team leads and data management staff to ensure MSM & TG data management processes and M&E systems are managed in line with Department of Health (DOH) information management guidelines, policies and procedures as well as GF reporting requirements.
  • Report on performance indicators and monitoring frameworks.
  • Collate monthly and quarterly progress reporting.
  • Facilitate training and capacity development to enable the MERL Team.
  • Participate in performance indicators, On-Site Data Verification (OSDV) and DQA audits. 
  • Provide inputs towards the monitoring of activities, outputs and outcomes and validity of information. 
  • Lead the overall implementation of M&E activities and provide the overall leadership and management of district program performance reporting, and M&E.
  • Assist with the development and implementation of learning agenda to inform the PR and other stakeholders about the lessons learned from grant activities.
  • Assist with the development or refinement of the MSM & TG work plan, data collection instruments and tracking progress against the set grant targets. 
  • Provide MERL technical assistance on data analytics, reporting and data utilization for decision making to the district, subdistrict and facility levels through mentorship and training. 
  • Strengthening and capacity building on existing national health information systems such as TIER.Net, District Health Information System (DHIS), Health Patient Registration System (HPRS) and other MSM & TG programme prescribed systems to enhance data visibility via dashboards and cascade analysis to enhance programme improvement. 
  • Participate in provincial, district and subdistrict MERL meetings, workshops as applicable, and discussions to provide ongoing technical support.
  • Perform any other duties as assigned by the M&E Manager, Program Manager and/ or the IHPS senior management team.

Qualification, Education and Experience

  • Bachelors degree or national diploma or advance certificate in M&E, information technology, public health, data management or statistics or other equivalent and related field.

Experience 

  • At least three years’ experience in HIV and/or TB programming with a specific focus on M&E.
  • Demonstrated experience in data management and reporting systems including tools development, data capturing, analysis and report writing. 
  • Experience of working in GF, PEPFAR or other donor funded projects is required.
  • Good understanding and experience of using DOH information management systems like the (DHIS), Tier.Net, HPRS would be an added advantage.
  • Proficiency in verbal and written communication skills.
  • A valid driver’s license is essential.

Job requirements

  • Occasional overnight travel (up to 20%) by land or air if required
  • Good knowledge and understanding of HIV/AIDS and TB programming
  • Valid Driver’s licence
  • Intermediate personal computer skills, including electronic mail, record keeping, routine database activity, word processing, spreadsheet, and graphics.
  • Efficient in Microsoft Office
  • Willing to work overtime

Technical Competencies 

  • Experience in supporting the development and implementation of programmatic workplan, system, procedures, and policies
  • Experience in managing and supporting data management staff including training, mentoring, coaching and supportive supervision of field-based staff
  • Ability to take initiatives, work under pressure and multitask with minimum supervision
  • Sound problem solving and decision-making skills; effective time management and coordination skills and highly meticulous with attention to detail
