DIC Manager/NIMART Nurse – MSM/TG
The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. The IHPS mission is “to strengthen health and development systems through program implementation and partnerships”, with a vision to achieve “optimal and sustainable health and development outcomes”. Currently, IHPS is a Global Fund (GF) Subrecipient (SR) under the Aurum Institute, tasked to implement the “Comprehensive HIV Prevention Programmes for Men who have Sex with Men (MSM) and Transgender People (TG) and their sexual partners across all five districts in Limpopo Province viz. Capricorn, Mopani, Sekhukhune, Vhembe and Waterberg from 01 December 2025 to 31 March 2028. As such, IHPS seeks to recruit the position outlined below, based in Polokwane, Limpopo Province.

Overall Responsibility
The DIC Manager or NIMART Nurse plays a crucial role as a key member of the Project Management Team, overseeing the MSM & TG programme at district level. This position is tasked with a comprehensive range of responsibilities, including the effective administration, organization, and coordination of all district level MSM & TG programme activities. The DIC Manager/NIMART Nurse ensures that the project objectives such as reducing MSM & TG HIV transmission rates and increasing community awareness are met efficiently and effectively.
Additionally, the DIC Manager or NIMART Nurse must maintain clear communication among team members, stakeholders, and community partners. This includes organizing regular meetings, monitoring progress against project goals, objectives and targets, and implementing the necessary adjustments to keep the project on track. By ensuring that all operational processes are streamlined, the DIC Manager/NIMART Nurse significantly contributes to creating a structured environment in which the district MSM & TG programme can thrive and respond dynamically to challenges or emerging issues. Their leadership is essential in fostering collaboration and driving the project towards its successful completion.
Key Performance Areas:
The incumbent is assigned the following responsibilities that are performed according to the programmatic and organizational needs and agenda:
- The DIC Manager/NIMART Nurse leads the MSM & TG HIV prevention program at the site level with the support of the Program Manager (PM).
- S/He must implement and supervise the clinical management of HIV/TB/STI clients within at DICs or outreach in line with the national and provincial Department of Health (DOH) HIV, TB and STIs policies, guidelines and protocols
- S/He will be required to provide health services at DICs or outreach or linkage to DOH facilities as applicable, including ART and PrEP initiation and other relevant comprehensive services
- Work closely with the PM and HR to ensure timeous, sound recruitment, and induction/ training of program staff based on training needs identified
- Ensure MSM &TG programme description and implementation plans are clearly communicated, and staff roles and responsibilities assigned in line with program objectives
- S/He will proactively support all capacity building activities and workshops for HIV prevention to enhance the effective implementation of planned activities needed to generate data and statistics.
- Work closely with program staff and conduct supportive supervision at implementation sites and ensure the strategic and functional integration of all technical areas needed for smooth implementation.
- Ensure timely completion of all program technical deliverables at sites and report in accordance with program reporting requirement.
- Lead MSM & TG program monitoring, assess progress against program targets and reviews in line with objectives.
- Collaborate with the Data Quality Officer, M&E Officer and Manager to coordinate the collection, collation, reporting and analysis of program data.
- Consolidate of scheduled/ad hoc reports, and the maintenance of program records
- Liaise with all stakeholders towards the achievement of program goals.
- Work closely with the PM and HR to conduct performance reviews and provide feedback in line with IHPS HR policies and procedures.
- Perform any other duties as assigned by IHPS senior management.
Required Qualifications
- Bachelor of Clinical Medical Practice (BCMP) degree/Clinical Associate and current registration with HPCSA or other relevant bodies as applicable or
- Professional nurse (PN) with NQF 7 qualification in Primary Health Care (PHC) plus dispensing licence.
- NIMART trained and certified PN.
- License and current registration with the South African Nursing Council (SANC).

Experience
- Two (2) years’ experience of working with Key Populations preferable (MSM&TG)
- At least 2 years’ experience in Project Management
- Experience in analyzing data and summarising vast amounts of data into graphs
- Minimum of 2 years progressively responsible experience in Development Program co-ordination, Key Populations, or related Public Health Project Management
- Technical experience in one or more of the following areas: Stakeholder Relations, Technical Support, Monitoring, Reporting and Evaluation, Internal/External Stakeholder Communications
Job requirements
- Occasional overnight travel (up to 20%) by land or air if required
- Excellent knowledge and understanding of clinical HIV/AIDS and TB Management
- Valid Driver’s licence
- Intermediate personal computer skills, including electronic mail, record keeping, routine database activity, word processing, spreadsheet, and graphics.
- Efficient in Microsoft Office Suite
- Willing to work overtime
Technical Competencies
- Experience in supporting the development and implementation of program workplan, system, procedures, and policies
- Experience in managing and building capacity including training, mentoring, coaching and supportive supervision of field-based staff
- Ability to take initiatives, work under pressure and multitask with minimum supervision
- Sound problem solving and decision-making skills
- Effective time management and coordination skills and highly meticulous with attention to detail
