Site Coordinator (MSM & TG)
The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. The IHPS mission is “to strengthen health and development systems through program implementation and partnerships”, with a vision to achieve “optimal and sustainable health and development outcomes”. Currently, IHPS is a Global Fund (GF) Subrecipient (SR) under the Aurum Institute, tasked to implement the “Comprehensive HIV Prevention Programmes for Men who have Sex with Men (MSM) and Transgender People (TG) and their sexual partners across all five districts in Limpopo Province viz. Capricorn, Mopani, Sekhukhune, Vhembe and Waterberg from 01 December 2025 to 31 March 2028. As such, IHPS seeks to recruit the positions outlined below, based in Capricorn, Limpopo Province.

Overall Responsibility
Under the supervision of the Program Manager, and in collaboration with DIC Managers, the Site Coordinator is responsible for overall leadership, management and technical oversight of Peer Navigators’ activities. In addition, this position will support district outreach activities and implementation of MSM & TG programme Hybrid Service Delivery Model including the peer-led social network strategy (SNS), micro-planning and cohort management. The Site Coordinator will also support and ensure compliance with IHPS, PR and GF protocols, policies, guidelines as well as promote standardised implementation of the MSM & TG programme technical approach across all districts.
Key Performance Areas:
- Lead and manage the recruitment, selection and induction of site level Peer Navigators across districts in collaboration with HR and the DIC managers.
- Train, mentor and supportively supervise Peer Navigators based on capacity building needs identified, working closely with the biomedical and M&E teams.
- Oversee weekly/ monthly peer navigators’ activity planning and reporting.
- Support the development of site level implementation schedules and promote standardised peer navigator protocol across districts.
- Foster correct application of proven MSM & TG interventions including SNS, micro-planning and cohort management.
- Work closely with the biomedical team to ensure adherence to national guidelines and SOPs for HTS, PrEP and ART
- Assist peer navigators to identify and report on human rights violations.
- In collaboration with the M&E team, ensure correct application of data collection and reporting tools, accurate documentation and timely reporting of the peer navigators’ activities.
- Participate actively in MSM & TG programme and IHPS management meetings and regularly report on progress.
- Convene weekly team meetings to review performance, identify performance gaps, develop quality improvement plans and provide technical support as necessary.
- Conduct peer navigators’ performance reviews in line with IHPS HR policy.
- Map and maintain a database of service providers and referral networks within and across districts, in close collaboration with the DIC manager and Social Worker.
- Represent IHPS in all relevant platforms and as assigned by IHPS Management.
- Perform any other duties as required to maintain effective IHPS operations.
Qualifications and Experience
- Degree, Diploma or Advanced Certificate in Social Sciences, Development, Project Management or related field.
- Minimum of 3 years’ experience in MSM and/ or TG programming.
- Demonstrated project/ program management experience.
- Experience of working in GF, PEPFAR or other donor funded projects is required.
- Deep understanding of South African Health, Welfare and Social Development Systems
Competencies
- Solid program/ project management skills.
- Excellent verbal and written communication skills in English. Command of other official local languages (multilingual) would be an added advantage.
- HR management and capacity development skills incl. solid understanding of SA labour laws.
- Sound problem solving and decision-making skills
- Effective time management, organising and coordination skills.
- Competent in Microsoft Office Suite and project management tools.
- Valid South African Driver’s License.
Travel Requirements
Local travel is inherent to the position.
