Advocacy Officer – MSM & TG

The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. The IHPS mission is “to strengthen health and development systems through program implementation and partnerships”, with a vision to achieve “optimal and sustainable health and development outcomes”. Currently, IHPS is a Global Fund (GF) Subrecipient (SR) under the Aurum Institute, tasked to implement the “Comprehensive HIV Prevention Programmes for Men who have Sex with Men (MSM) and Transgender People (TG) and their sexual partners across all five districts in Limpopo Province viz. Capricorn, Mopani, Sekhukhune, Vhembe and Waterberg from 01 December 2025 to 31 March 2028. As such, IHPS seeks to recruit the positions outlined below, based, to be based in Capricorn, Mopani, Sekhukhune, Vhembe and Waterberg, in Limpopo Province.

Overall Responsibility

The Human Rights Advocacy Officer is responsible for promoting, protecting, and advancing the human rights of key populations specifically MSM and TG individuals within HIV, public health, and community justice programs. The role involves leading advocacy initiatives, strengthening community empowerment, monitoring human rights violations, and engaging government, civil society, and health stakeholders to ensure equitable access to services, legal protections, and non-discriminatory environments. The Advocacy Officer will also be responsible for supporting the advocacy and engagement of stakeholders and players in the district of programme implementation. The incumbent will manage the engagement of stakeholders, advocacy within the district, sensitisation trainings, human rights defenders and the respective reporting on these issues.

 

Key Performance Areas:

  • Advocate for the rights and needs of men who have sex with men (MSM), and transgender persons (TGP). 
  • Map networks and advocate for the human rights and needs of Key and Vulnerable Populations (KVP) and facilitate linkages with the MSM & TGP program.
  • Develop and implement quarterly advocacy plans for the district
  • Apply risk and harm reduction principles in advocacy work.
  • Facilitate focus group discussions/creative spaces for MSM & TGP
  • Document and provide regular feedback on reported MSM & TGP cases 
  • Manage and track all reported Human Rights Violation (HRV) cases.
  • Participate in learning and development opportunities (trainings, workshops, information sessions) to stay abreast of developments in the fields of HIV&AIDS, STIs and TB.
  • Working closely with the programme team and play a key role in networking and engagement with communities, district stakeholders such as the DoH, PCA, DAC, LAC, SAPS and DSD.
  • Participate in meetings with programme team to discuss progress and address challenges to continuously improve engagement, advocacy and ensure seamless implementation. 
  • Identify service gaps for MSM & TGP and collaborate with the programme team to develop strategies that address these gaps and incorporate them into the advocacy plan.
  • Working with the programme team and ensuring the implementation of the advocacy plan. 
  • Engage with and build the capacity of the MSM & TGP network in the district. 
  • Represent the programme with integrity at meetings and engagements and respond to all programme requests from external parties.
  • Perform any other duties assigned by IHPS management

Sensitization Training

  • Along with the program team and peer educators, identify stakeholders in districts to engage in sensitization workshops.
  • Conduct sensitization workshops to stakeholders per quarter.

Human rights defenders support and supervision  

  • Attend the human rights defenders TOT.
  • Support and monitor the collection of HRV per educators. 
  • Support peer educators in identifying MSM and TGP in need of further psychosocial support.

Reporting, Administration and Facilitation

  • Support peer educators in completing the human rights tools correctly and accurately.
  • Verify reports from peer educators on HRV.
  • If applicable, write reports. 
  • Perform related office administration duties of the Program.

Qualifications 

  • Matric Certificate or Equivalent
  • Valid driver’s license

Experience 

  • Minimum of Five years’ experience in lobbying/advocacy/human rights or programming in the public health or HIV field.
  • Experience in administration and management.
  • Experience working with Key Populations in the HIV/TB Sector.

Job requirements

  • Proficient computer skills with Microsoft Word, Excel, PowerPoint
  • SA Citizen or valid work permit to work in South Africa
  • Minimal/Moderate overnight travel (up to 30%) by land or air if required.
  • Willing to work overtime.

Competencies

  • Excellent verbal and written communication skills in English. Command of other official local languages (multilingual) would be an added advantage.
  • Sound problem solving and decision-making skills
  • Effective time management, organising and coordination skills.

Travel Requirements
Local travel is inherent to the position.
