Asset Administrator

The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. IHPS was established with a mission “to strengthen health and development systems through program implementation and partnerships” and the vision is to ensure “optimal and sustainable health and development outcomes”. IHPS is a current Global Fund (GF) Subrecipient (SR) under the National Department of Health (NDoH), tasked to implement the Tuberculosis (TB) Program in the Johannesburg (JHB) Health District in Gauteng Province (GP), Dr Kenneth Kaunda District in the North West (NW) Province and Frances Baard in Northern Cape starting October 2025 ending March 2028. As such, IHPS seeks to recruit for the position outlined below, to be based at the Head Office, supporting JHB Health District, Dr Kenneth Kaunda District and Frances Baard Health District.

Overall Responsibilities

The Admin Clerk Assets will play a key supporting role in ensuring fixed assets owned, leased, or rented by IHPS are maintained at a high standard. To manage assets linked to IHPS, the incumbent will maintain an accurate inventory to track assets. It is expected that this position will work closely with the IHPS Finance, IT and Procurement units to ensure that assets are safeguarded and accurately accounted for.

Key Performance Areas:
  • Regular review of Asset Register for completeness and accuracy
  • Constantly record of purchased assets in the asset register as per IHPS Asset Management Policy
  • Manage the national distribution of assets including tracking, delivery, and acknowledgment of asset transfer
  • Coordinate and corroborate asset purchase orders with the procurement team
  • Coordinate, log, and store returned assets
  • Work closely with designated supervisor to conduct asset verification and audits across IHPS programs
  • Meticulously file all asset management related documents
  • Manage and track the usage of IHPS ICT assets i.e., phones, SIM cards, dongles, and 3G cards
  • Track and provide timeous alerts about office rentals leases or renewals
  • Ensure IHPS vehicles are properly registered, as applicable
  • Manage and track the use of IHPS fleet management financial resources/ budget
  • Conduct monthly site visits to the field offices to audit and verify asset registers.
  • Prepare monthly verification report for the Finance Manager’s review

Minimum Qualification, Education and Experience:

  • Bachelor’s degree or Diploma in Accounting or Business-related field with accounting as a major from college or university; and or at least three (3) years related experience and/or training; or equivalent combination of education and experience
  • At least a minimum of three (3) years of relevant experience in accounting and/or auditing
  • Practical experience in both asset management and the associated administrative processes is desirable
  • Knowledge of at least one other South language is an added advantage
  • Intermediate IT literacy (MS Office and ITS) with advanced Excel
  • Valid Code 08 driver’s licence
  • Clear criminal and credit record
