AYP Out of School Coordinator

The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. The IHPS mission is “to strengthen health and development systems through program implementation and partnerships” and the vision is “optimal and sustainable health and development outcomes”. Presently, IHPS is a Global Fund Subrecipient (SR) under The Aids Foundation of South Africa (AFSA), tasked to implement the “Prevention programs for Adolescents and Young People (AYP), in and out of school” with a specific focus on adolescent girls and young women (AGYW), Adolescent Boys and Young Men (ABYM) and Male Sexual Partners (MSPs) in Mbombela Subdistrict in Mpumalanga Province from April 2025 – September 2025. As such, IHPS seeks to recruit the position outlined below, based in Mbombela Subdistrict

Overall Responsibility

Under the supervision of the Program Manager, the Out of School Coordinator: AYP Program will lead the overall implementation of the Out-of-School AGYW Safe Spaces and Community Outreach activities in the Mbombela Subdistrict. The incumbent will provide overall leadership and management of all operations at the fixed safe spaces as well as at community outreach sites and will coordinate the delivery of AYP behavioural and structural interventions. S(he) will work closely with the AYP in-school and biomedical teams to ensure that Out-of-School AYP receive a comprehensive package of appropriate and quality services that meet their needs. S/he will ensure that the safe spaces and satellite stations are adequately organized and equipped with the resources required for the delivery of quality AYP services and that Out-of-School AYP in need are reached as appropriate.

Key Performance Areas:

  • Lead the overall planning, implementation, coordination, monitoring, and reporting of the Out-of-School AYP safe spaces and community outreach activities in the Subdistrict to achieve results against set objectives.
  • Establish and manage relationships with key stakeholders, including government departments, schools, community leadership, and other relevant stakeholders.
  • Advocate for the implementation of the Out-of-School AYP safe spaces and community outreach activities with various stakeholders and government departments.
  • Ensure that AYP safe spaces and community outreach activities align with relevant government policies and legislations to facilitate linkages and retention.
  • Work with the AYP program M&E manager to ensure that all Out-of-School program-related data is collected, validated, reported, and utilized accurately and timeously to inform and guide evidence-based program planning and implementation.
  • Ensure that the AYP safe spaces and community AYP program staff have the necessary capacity to use all the reporting and understand the reporting flow, as applicable.
  • Assess and identify capacity needs of Out-of-School AYP safe spaces and community outreach program staff and build their capacity through training, mentoring, coaching, and supportive supervision as appropriate.
  • Oversee and ensure compliance with donor requirements and organizational policies during the grant close-out process, including financial reconciliation, reporting, and documentation of program achievements.
  • Manage and hold teams accountable for work done, ensuring clear expectations and responsibilities.
  • Conduct weekly performance meetings to assess progress, provide feedback, and address any challenges to ensure program success.
  • Assume any other duties as assigned by the Program Manager, and IHPS Senior Management.

Qualifications and Experience

  • Bachelor’s degree in social sciences; Social Work will be an added advantage.
  • At least 5-10 years of experience in HIV and AIDS programming, with a specific focus on AYP or adolescent and youth-friendly services (AYFS).
  • Demonstrated experience in AYP program planning and implementation. Program management experience in Global Fund, PEPFAR, or other AYP projects is preferred.
  • Experience in the grant close-out process, including financial and programmatic reporting, compliance, and documentation.
  • In-depth understanding of government social development, health, and basic education systems; Mpumalanga/Limpopo Province-specific experience would be an added advantage.
