Overall Responsibility
Under the supervision of the M&E Manager, the Monitoring and Evaluation (M&E) Officer will support the design, implementation, and management of the M&E system for the “My Journey” programme, ensuring accurate data collection, analysis, and reporting to measure programme impact and inform decision-making.
Key Performance Areas:
- Support the development, review, and maintenance of the programme Monitoring and Evaluation (M&E) framework, including indicators, data collection tools, and reporting templates.
- Train and provide ongoing technical support to field staff on M&E protocols, digital data systems, and reporting requirements.
- Conduct routine data quality assessments (DQAs), internal data verification processes, and site visits to ensure data accuracy, completeness, and compliance with reporting standards.
- Analyse programme data to track performance against targets, identify trends, gaps, and achievements, and provide actionable recommendations.
- Support the preparation and timely submission of monthly, quarterly, and annual donor reports, dashboards, and presentations for internal and external stakeholders.
- Facilitate data review meetings and support programme teams in using data for decision-making, programme adaptation, and continuous quality improvement.
- Manage and maintain digital data management systems, including DHIS2, TIER.Net, AYP IMS, and MobileMR, ensuring data integrity and security.
- Participate in programme evaluations, assessments, operational research, and learning activities as required.
- Conduct monthly internal data verification meetings with Data Quality Officers and the M&E Manager to review performance and address data-related issues.
- Represent IHPS in relevant M&E technical working groups, forums, and stakeholder platforms as delegated.
- Perform any other duties as assigned by IHPS senior management.
Qualifications
- Bachelor’s degree or equivalent qualification in M&E, Information Management, Social Sciences or Statistics with a minimum of three (3) years’ experience in HIV and AIDS programming, with a specific focus on M&E;
- Demonstrated experience in data management and reporting systems including tools development, data capturing, analysis and report writing. Experience of working in Global Fund, PEPFAR or other donor funded projects would be an added advantage;
- Basic understanding of government M&E systems including DOH, DSD and DOE;

- Experience in conducting training and workshops.
- Computer literate in MS Word, Excel and PowerPoint
- Excellent Report-writing skills
- Ability to maintain detailed records and manage caseloads effectively
- Excellent Planning and organizational skills
- Good interpersonal skills, including being a team player
- Have a valid driver’s license
