Human Rights and Medical Ethics Health Care Workers Training
The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. IHPS was established with a mission “to strengthen health and development systems through program implementation and partnerships” and, the vision is to ensure “optimal and sustainable health and development outcomes”. IHPS is a current Global Fund (GF) Subrecipient (SR) under the National Department of Health (NDoH), tasked to implement the Tuberculosis (TB) Program in the Johannesburg (JHB) Health District in Gauteng Province (GP) and Kenneth Kaunda District in the North West (NW) Province starting April 2022 ending March 2025. As such, IHPS seeks to recruit for the position outlined below, to be based at the Head Office in Johannesburg, Gauteng Province.

Job Purpose
The Project Coordinator: Human Rights and Medical Ethics will be responsible for planning, coordination, monitoring, and evaluation of the implementation of activities related to the Module: Reducing Human Rights Related Barriers to HIV/TB Services, targeting all health care workers including doctors, nurses, and other support staff deployed at health facilities. The Project Coordinator would also act as the main point of contact for all training related enquiries and in communication with the appointed Training Service Provider (TSP) and other relevant training stakeholders including, National/ Provincial HRD Directorate, Regional Training Centre (RTCs), District DoH under the supervision of the IHPS Senior Management.
- Coordinate the human rights and medical ethics skills audits/ training needs assessment in collaboration with the Provincial/District DoH and RTCs and identify health care workers (HCWs) incl. support staff to be trained or re-trained.
- Work closely with Provincial/ District DoH and RTCs to identify and select health care workers to be trained, based on training needs identified by the Provincial/District DoH.
- Coordinate the development of training plans in collaboration with appointed Training Service Provider(s) (TSP(s)),Provincial/District DoH and RTCs.
- Work closely with the appointed TSP(s) to communicate training schedules to Provincial/District DoH and RTCs and participants.
- Work with the TSP(s) to develop standardized, clear, and comprehensive training agendas and attendance registers.
- Maintain accurate and complete training records including attendance registers, rosters, reports, training materials/tools (facilitator/ participants training manuals), etc.
- In close collaboration with the TSP(s), develop and maintain a database of facilitators and trainers thus ensuring constant availability of trainers/facilitators
- Support the M&E team to collate human rights and medical ethics training data from all trainings in a timely manner.
- Prepare monthly and quarterly human rights and medical ethics training reports, in close collaboration with the IHPS M&E team in line with DoH and GF reporting requirements.
- Work with the appointed TSP(s), IHPS M&E team and IT Officer to develop a human right and medical ethics training database.
- Validate training related expenses in line with the approved budget and report on training expenditure,
- Identify and collaborate with all relevant human rights and medical ethics training stakeholders as well as cultivate good working relationships with them.
- Attend all human rights and medical ethics related meetings at all levels, as required.
- Be prepared to carry out any other duties as assigned by IHPS Senior Management
- Bachelor’s Degree/National Diploma in Education/Nursing/ Social Sciences or any related discipline or equivalent NQF level 7
- A minimum of five years’ experience in the training coordination role at provincial or national level.
- Demonstrated experience of developing, executing, and monitoring training plans for health care workers is required.
- Practical experience of working with the Regional Training Centers would be an added advantage.
- Knowledge and understanding of human rights and medical ethics on TB and HIV would be an added advantage.
- Experience in human rights programming under Global Fund would be an advantage.
- Willingness to travel across all provinces as well as work after hours when required.
- Proficiency in Microsoft packages.
- A valid driver’s license.
