Data Quality Monitor (DQM) – MSM & TG

The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. The IHPS mission is “to strengthen health and development systems through program implementation and partnerships”, with a vision to achieve “optimal and sustainable health and development outcomes”. Currently, IHPS is a Global Fund (GF) Subrecipient (SR) under the Aurum Institute, tasked to implement the “Comprehensive HIV Prevention Programmes for Men who have Sex with Men (MSM) and Transgender People (TG) and their sexual partners across all five districts in Limpopo Province viz. Capricorn, Mopani, Sekhukhune, Vhembe and Waterberg from 01 December 2025 to 31 March 2028. As such, IHPS seeks to recruit the positions outlined below, based in Mopani, Sekhukhune, Vhembe, and Waterberg Districts, Limpopo Province.

Overall Responsibility

Under the supervision of the M&E Manager the Data Quality Monitoring (DQM) ensures that appropriate and quality services are delivered and successfully captured, validated and reported in line with Global Fund (GF) reporting requirements. The incumbents will work closely with the DIC Manager/NIMART Nurse to ensure that appropriate and quality services delivery are captured, validated and reported in line with Global Fund (GF) reporting requirements. The incumbent will support the M&E Manager to ensure that the M&E systems and data management processes are adequately implemented for accurate, quality and timely reporting.  The position holder will be required to perform administrative M&E and other key duties needed for programme compliance.

Key Performance Areas:

  • Conduct comprehensive 100% data verification of all MSM & TGP programme data to ensure accuracy, validity, and completeness.
  • Clean and validate raw data in line with IHPS data management standards and best practices.
  • Perform routine data capturing and provide technical support 
  • Ensure proper filing and secure storage of all source documents in accordance with the IHPS M&E Data Management SOP.
  • Collaborate closely with programme teams to implement and strengthen systems that enhance data quality across all MSM & TGP interventions.
  • Review and monitor data on identified monitoring system to identify missing information, inconsistencies, discrepancies, reporting errors and develop Quality Improvement Plan (QIP).
  • Provide timely feedback to programme teams on identified data quality issues and support them in implementing data QIP.
  • Track and verify all linkage and referral outcomes, ensuring that supporting documentation is complete and accessible for audit or verification purposes.
  • Provide onsite data management support to field teams including system navigation and troubleshooting under the guidance of the M&E Manager.
  • Conduct basic data analysis and share recommendations aimed at strengthening data quality controls and reporting practices.
  • Build the capacity of programme staff on data management, data quality requirements, and correct use of M&E tools and systems.
  • Participate in relevant capacity-building sessions, team meetings, and training activities as required.
  • Work closely with facility Data Capturers to support accurate community capturing of PrEP and ART data on TIER.Net and DHIS.
  • Perform any other duties delegated by supervisors in support of high-quality MSM & TGP programme implementation and reporting.

Qualifications 

  • Grade 12 Certificate or national diploma or advance certificate in M&E, information technology, public health, data management or statistics or other equivalent and related field.

Experience 

  • Minimum of 3 years’ experience in a similar position, Advanced computer skills: MS Word, Excel, Outlook. 
  • Intermediate personal computer skills, including electronic mail, record keeping, routine database activity, word processing, spreadsheet, and graphics.
  • Experience in data management software will be an advantage
  • Ability to work effectively and efficiently in a fast-paced, high stress environment
  • Exceptional attention to detail 
  • Process driven with the ability to perform duties in structured environment
  • Ability to act with integrity and honesty in the performance of all functions 
  • Results-oriented, professional, accountable, and proactive 
  • Demonstrated ability to drive high quality data management. 
  • Proficiency in verbal and written communication skills.
  • A valid driver’s license is essential.

Job requirements

  • Occasional overnight travel (up to 20%) by land or air if required
  • Advanced knowledge of HIV/AIDS and TB Management
  • Willing to work overtime

Competencies

  • Excellent verbal and written communication skills in English. Command of other official local languages (multilingual) would be an added advantage.
  • Sound problem solving and decision-making skills
  • Effective time management, organising and coordination skills.

Travel Requirements
Local travel is inherent to the position.
