HTS Counsellor – MSM & TG
The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. The IHPS mission is “to strengthen health and development systems through program implementation and partnerships”, with a vision to achieve “optimal and sustainable health and development outcomes”. Currently, IHPS is a Global Fund (GF) Subrecipient (SR) under the Aurum Institute, tasked to implement the “Comprehensive HIV Prevention Programmes for Men who have Sex with Men (MSM) and Transgender People (TG) and their sexual partners across all five districts in Limpopo Province viz. Capricorn, Mopani, Sekhukhune, Vhembe and Waterberg from 01 December 2025 to 31 March 2028. As such, IHPS seeks to recruit the positions outlined below, based, to be based in Capricorn, Mopani, Sekhukhune, Vhembe and Waterberg, in Limpopo Province.

Overall Responsibility
The incumbent will provide comprehensive HIV Testing Services (HTS), including TB/STI and Gender-Based Violence (GBV) screening, and ensure effective linkage to care through close collaboration with the clinical team for further management. S/he will support with linkage of beneficiaries on ART, provide STI treatment support, deliver psychosocial and adherence counselling, and ensure ongoing follow-up for beneficiaries.
Key Performance Areas:
The incumbent shall be responsible for carrying out the day-to-day operations functions below:
HIV Testing & Counselling Services
- Provide high-quality, confidential pre- and post-test counselling tailored to MSM/TGP beneficiaries.
- Conduct HIV rapid testing in accordance with national HTS guidelines and quality assurance standards.
- Screen all clients for TB, STIs, GBV, and psychosocial vulnerabilities, ensuring immediate linkage for further clinical assessment or treatment.
- Deliver risk-reduction counselling and support clients to develop personalised prevention plans.
- Provide adherence counselling for beneficiaries on ART, PrEP, or STI treatment.
- Assist in collecting TB screening specimens (e.g., sputum) and ensure proper packaging and transport to designated facilities.
Health Education & Prevention Services
- Provide targeted health education on HIV, TB, STIs, and safer-sex practices relevant to MSM/TGP communities.
- Demonstrate correct condom and lubricant use for diverse sexual practices.
- Promote uptake of HTS, PrEP, PEP, ART, VMMC (where relevant), condoms, and other prevention options.
- Mobilise beneficiaries at hotspots, safe spaces, and high-volume sites in collaboration with outreach teams and partner organisations.
- Distribute condoms, lubricants, and IEC materials during outreach.
Data Collection & Reporting
- Complete HTS registers, daily logs, consent forms, and other programme documentation accurately and on time.
- Provide weekly and monthly reports, including outreach activity summaries, HTS data, and logistical support updates.
- Meet programme targets for testing, linkage, enrolment, and retention of MSM/TGP beneficiaries.
Qualifications
- Grade 12 Certificate
- Certificate in HIV Counselling and Testing – approved by the National Department of Health
- Certified training and competence in RTQII quality assurance.
- Advantageous, Trauma Counselling Certificate
Experience
- Experience working with key populations is an advantage.
- Three to five years’ experience in HIV and TB screening, counselling and testing services
- Knowledge of HIV and AIDS, including the UNAIDS 95-95-95 strategic targets, and of TB management
- Knowledge of the HTS testing algorithm, proficiency testing and quality assurance standard operating procedure (SOP)
- Solid experience in and knowledge of conducting HIV testing using high-yield modalities, including index case contact testing and partner notification techniques
- Knowledge and skills in conducting proficiency testing and RCTQII activities
- Competence in HTS Register data recording
- Previous work experience in NGOs or funded programs will be an advantage.
Competencies
- Excellent verbal and written communication skills in English. Command of other official local languages (multilingual) would be an added advantage.
- Sound problem solving and decision-making skills
- Effective time management, organising and coordination skills.
